St. Paul's, London, Marlborough, and Balliol, Oxon.; Inner Temple; sec. to Sir George Brown in Victoria, Australia; joint-commissioner of West Indies, 1882; Conservative MP for Kirkdale, Manchester, 1885-98; commissioned to arrange new Maltese constitution, 1887; MCMG, 1888; commission on Bering Seas Fisheries, 1891; Joint Commission, Washington, 1892; adviser on British case in Paris, 1893; issued political and economic writings.
