1807-1885; brother of Edward Hincks [q.v.]; emig. to Canada, 1831; joined liberals; MP; inspector genergal of public accounts; started Montreal Pilot, 1844; member of Baldwin ministry; premier, 1851-4; developed railway and commercial system; negotiated reciprocity treaty with US; passed Parl. Representation Act; governor of Barbados and Windward Isles, 1855-62; British Guiana, 1862-69; KCMG, 1869; finance minister, 1869-73; wrote on Canadian politics. ODNB
