1807-1885; brother of Edward Hincks [q.v.]; emig. to Canada, 1831; joined liberals; MP; Inspector general of public accounts; fnd. Montreal Pilot, 1844; member of Baldwin ministry; Premier, 1851-54; developed railway and commercial system; negotiated reciprocity treaty with US; passed Parl. Representation Act; governor of Barbados and Windward Isles, 1855-62; then British Guiana, 1862-69; KCMG, 1869; finance minister, 1869-73; wrote on Canadian politics. ODNB
