Ed. Bell’s Life; interested in law and police, publishing
in 1824 a detailed proposal similar to that adopted in Peel’s Metropolitan
Police Act. In 1812, he seized hold of Bellingham just after the murder
of the Prime Minister Percival in the House of Commons; courier for Queen
